Is Temu Legit in Pakistan? Prices, Delivery, Customs and Risks (2026)

Temu is a real company that delivers to Pakistan with free shipping and 90-day returns, but prices jumped after the 2025 tax changes, there is no cash on delivery, and regulators abroad have fined it over product safety.

Temu is a legitimate company, not a scam website: it is owned by the US-listed PDD Holdings and it does deliver to Pakistan, with free standard shipping and a 5 to 13 business-day estimate on its Pakistan site. It is still a risky place to shop if you do not read listings carefully. Prices in Pakistan rose sharply after the July 2025 tax changes, there is no cash on delivery, and regulators abroad have fined or sued Temu over product safety and data practices.

Is Temu legit? The short verdict

Yes, in the sense that orders are real and Temu runs a refund system. The parent company, PDD Holdings, also owns China’s Pinduoduo. “Legit” does not mean every seller is honest or every product is safe, and that is where most bad experiences come from.

Temu in Pakistan: what changed in 2025 and 2026

Temu grew fast in Pakistan in early 2025. The FBR told the National Assembly’s finance committee that Temu made Rs1.8 billion from nearly 377,000 purchases in FY25 (Daily Pakistan).

Then the Budget 2025-26 changed the maths:

  • The de minimis limit for courier and postal parcels, the value below which no duty is charged, was cut to Rs500 “to check misuse” (FBR Budget 2025-26 salient features). It had been Rs5,000 under rules issued in 2020 (Business Recorder).
  • A new 5% tax on foreign platforms selling into Pakistan was announced, then waived by FBR notification with effect from 1 July 2025. The 18% sales tax on these platforms remains (ProPakistani, 31 July 2025).
  • Withholding tax on e-commerce payments, including cash on delivery, went from 1% to 2%, with banks and couriers collecting it.

In early July 2025, buyers reported Temu prices rising 200% to 300% on some items, and a Temu spokesperson cited “recent changes in external policies and rising operational costs” (ProPakistani, 5 July 2025). Startup.pk reported that Temu kept shipping to Pakistan through the courier Speedaf, while AliExpress disabled budget shipping (Startup.pk).

The Chainstore Association of Pakistan also asked the Competition Commission of Pakistan to investigate Temu and Shein, alleging “predatory” pricing and under-declared parcels. These are allegations by complainants; the Tribune report did not include a response from Temu, and we found no CCP ruling.

Why Temu prices are so low

The main reasons:

  1. Direct from Chinese sellers and factories. Temu lists goods from manufacturers and sellers who ship single parcels straight to the buyer, skipping importers, wholesalers and shops.
  2. Duty-free small parcels. For years, low-value parcels entered many countries without duty. The US ended its US$800 de minimis exemption for all countries on 29 August 2025 (KPMG summary of the CBP notice), and Pakistan cut its own limit to Rs500.
  3. Heavy promotion and games. Spin-the-wheel offers, referral credits and “limited-time” deals push volume. Daily Pakistan reports users spending more than they planned because of these.
  4. Cheaper materials on some items. A low price often means thinner fabric, smaller sizes or a lower spec than the photo suggests.

Risks: quality, safety and data

Product safety

The European Commission fined Temu €200 million in May 2026 for failing to properly assess the risk of illegal products on its marketplace under the Digital Services Act (Slaughter and May summary). Earlier, a Commission mystery-shopping exercise found shoppers were very likely to find non-compliant products such as baby toys and small electronics (European Commission, July 2025). To be fair, in a June 2026 Which? test of marketplace chargers, the Temu-bought chargers passed the safety tests, though they lacked required UK markings.

Our advice: avoid buying chargers, power banks, heaters, children’s toys and anything that touches food or skin for long periods from any cross-border marketplace unless the brand is known.

Data and privacy

In June 2024, the Arkansas Attorney General sued Temu, calling the app “functionally malware and spyware”. Temu denied the allegations, called them unfounded and said it does not sell personal information in the traditional sense (Scripps/KXXV report). Treat these as allegations. Sensible steps: install only from Google Play or the App Store, refuse permissions the app does not need (contacts, precise location), and use a strong unique password.

Delivery and support problems

Pakistani buyers have reported orders marked delivered that never arrived and slow refunds, and there is no local Temu office or helpline in Pakistan (Daily Pakistan). All support runs through the app’s chat.

Temu Pakistan delivery and customs: what to expect

Temu’s Pakistan shipping page says the final leg may be handed to a local carrier, so tracking may not update at every step. If a package goes missing, contact Temu customer service within 90 days of the order date.

Customs duty is the grey area. Parcels above the Rs500 de minimis value are liable to duty and taxes under Pakistani customs rules. Temu’s shipping page does not say whether its prices include these. If a courier asks you for extra duty at your door, ask for the customs assessment or receipt before paying, and raise it with Temu chat the same day.

How to shop on Temu safely: checklist

  1. Read the full title and specifications, not just the thumbnail. “Cover only”, “1 piece” and size in centimetres are where most surprises hide.
  2. Check reviews with buyer photos, and filter for the lowest ratings.
  3. Pay with a card that has online limits, or a wallet you can control. Our Easypaisa vs JazzCash comparison explains wallet limits and safety.
  4. Screenshot the listing and the price at checkout.
  5. Open the parcel on video if it is expensive, so you have evidence for a refund.
  6. Request refunds to the original payment method if you do not plan to shop again. Temu credit cannot be cashed out.
  7. Treat WhatsApp or SMS messages offering “Temu rewards” or part-time jobs as likely scams, since real offers appear inside the Temu app; if your account gets taken over, follow our guide to recover a hacked WhatsApp account.
